On July 31, 2024, CMS released the FFY 2025 Inpatient Rehabilitation Facility (IRF) Prospective Payment System Final Rule (CMS-1804-F).

- IRF PPS payments up 3% (3.5% market basket – 50 basis point productivity adjustment).
- Outlier Threshold set at 3% of total payments.
- Updated case-mix weights, average length of stay values, and wage index.
- Transition for IRF’s losing rural adjustment due to rural to urban labor market transfer.
- IRF Quality Reporting (QRP) update was included.
- Public Input sought on potential creation of a Star Rating System for IRF QRP.
- Input sought on IRF QRP measures: pain management, depression, and vaccination.
- 2% Annual Increase Factor reduction for not meeting QRP reporting requirements.
- Changed, Removed, and Introduces QRP assessment measures.

This Final Rule CMS-1804-F is scheduled to be published August 6, 2024.
