On July 31, 2024, CMS released the FFY 2025 Inpatient Psychiatric Facilities (IPF) Prospective Payment System and Quality Reporting (IPFQR) Updates Final Rule (CMS-1806-F).
- IPF PPS payments up 2.8% (3.3% market basket – 50 basis point productivity adjustment).
- Outlier threshold set at 2% of total payments.
- Electroconvulsive therapy (ECT) per treatment amount updated to $661.52 from $385.58.
- Updates wage index and revises patient-level adjustment factors.
- CMS clarifies criteria to be eligible for the all-inclusive cost report filing option.
- Finalizes adoption of quality measure for 30-Day Risk-Standardized All-Cause Emergency Department Visit Following an Inpatient Psychiatric Discharge.
- Patient-level measures reporting remains annual, NOT quarterly as was proposed.
- Regression model cost and claims data factors updated from 2005 to 2019, 2020, and 2021 to determine IPF PPS payment adjustments.
- 2% annual payment update reduction for not meeting quality reporting requirements.
